How to cease a member

Do you need to cease a member? How you process a cessation depends on a couple of things. We have all the information you need.

Employees sometimes leave our schemes.

They may cease eligible employment, or simply choose to contribute to another fund.
How you process a cessation depends on a couple of things:

  • why they are ceasing membership,
  • and the scheme they are a member of.

PSS or CSS member ceasing eligible employment

PSS or CSS members must cease membership when they resign from eligible employment, retire, or begin a transition to retirement arrangement.

 To help your employee, you can:

  • Encourage them to call us on 1300 000 377 (PSS) or 1300 000 277 (CSS). We can help them choose the benefit option best suited to their individual circumstances.
  • Provide the right form. Make sure your employee has the correct benefit application form.
  • Audit the member’s superannuation record. Make sure the member’s superannuation record is accurate and send through ceasing entries in your fortnightly ESO data submission.
  • Complete the Departmental Report and send the completed benefit application form to us. You can submit a scanned copy of the form to benefitapplications@csc.gov.au. If you send an electronic copy, there’s no need to send a paper copy. 

 

Something to note: this process does not apply for employees transferring between eligible employers. In these cases, no benefit application form needs to be lodged. You should just report the transfer in your fortnightly ESO data submission.


PSS or CSS member exercising choice of fund

This is important!

PSS or CSS members who exercise choice will not be able to rollover their PSS or CSS benefit into their new fund. 

APS Employer

A PSS member exercising their choice of fund, who remains employed with an eligible employer, must complete the PSS Election to cease membership form. They’ll also need to elect another fund after at least one day of PSSap membership.

A CSS member must enter into an employment arrangement that means they are no longer eligible to contribute to the CSS. For example, if a full time permanent employee were to become a part-time temporary employee, they would not be able to continue to contribute to the CSS and would need to select another fund.

Non-APS employer

A PSS member may opt out at any time to another superannuation fund.

A CSS member may elect to join an employer-sponsored scheme, but… the employer must pay more than the minimum Superannuation Guarantee amount into that scheme on the employee’s behalf.

OR

They can enter into an employment arrangement that means they are no longer eligible to contribute to the CSS. For example, if a full time permanent employee were to become a part-time temporary employee, they would not be able to continue to contribute to the CSS and would need to select another fund.

This is important!

Legislation to allow members to continue to contribute to the PSSap after they have ceased eligible employment has recently been passed by Parliament.

All PSSap members ceasing eligible employment should call CSC on 1300 725 171. We can provide them with products and services to help them make the most of their PSSap benefit.

You just need to cease the member on your payroll system. If you are using a clearing house, you should report a cease date and reason for cessation if possible.
